PAGE’s support has enabled the government to move from general concepts to concrete policy instruments, facilitating the development of a roadmap that serves as a compass for public and private investment, said Edwin Castellanos, Guatemala’s Vice Minister of Environment and Natural Resources referring to a new roadmap guiding the country’s transition to electric mobility.

Developed with technical support by PAGE, the e-mobility roadmap (Hoja de ruta de movilidad eléctrica) provides clearer guidance for public and private investment in the transport sector and enables coordination between transport, energy, and environmental policies. Overtime, this governance framework is expected to lead the way for the gradual decarbonization of the national vehicle fleet while improving urban air quality, a pressing priority as pollutant levels in urban centers frequently exceed World Health Organization guidelines due to vehicle emissions, limited public transport options, industrial activity, and landfill fires.  

PAGE’s work on e-mobility in Guatemala supports the country’s Low Emission Development Strategy (LEDS) and contributes to the broader national priorities, framed in the national development plan ‘Plan Nacional de Desarrollo K’atun Nuestra Guatemala 2032’ and the National Climate Change Policy.

This milestone was highlighted during a high-level dialogue titled “E-mobility in Guatemala: Governance and Roadmap for a National Strategy,” organized by PAGE on 18 March during the E-Mobility 2026 Congress, the country’s leading annual forum on sustainable transport.  
 
Discussions at the dialogue underscored the need for sustained interinstitutional coordination to ensure that progress in the sector continues beyond political cycles. Representatives from the Ministry of Energy and Mines highlighted the importance of integrating future electricity demand from electric vehicles into Guatemala’s largely renewable energy matrix. The Ministry of Communications, Infrastructure and Housing emphasized the modernization of road infrastructure and vehicle inspection systems to facilitate the transition to clean transport.

The dialogue concluded with a technical workshop during which approximately 30 participants explored regional policy developments, infrastructure needs and private sector initiatives shaping the country’s emerging e-mobility—one of the key elements of the government’s broader sustainable transportation strategy currently under development.
