Graduating Country

Kyrgyzstan mountain landscape and road

The Kyrgyz Republic is a landlocked country in Central Asia, with a rich natural heritage and a
mountainous landscape. Its economy is primarily driven by agriculture, which employs forty per cent of the population, along with extractive industries, hydropower, and the service and construction sectors. Despite reductions in the unemployment rate to eight per cent, the country faces significant challenges due to land degradation and desertification, threatening both the economy and the environment.

The Government of the Kyrgyz Republic is committed to advancing inclusive sustainable growth, as set out in its long-term National Development Strategy 2040, which emphasizes the integration of social, economic, and environmental policies. The mid-term National Development Programme for the period of 2022-2026 highlights inclusive green economy as a priority.

In this context, PAGE has supported the transition to inclusive green economy in the Kyrgyz Republic. Since joining the initiative in 2016, PAGE has prioritized on integrating inclusive green economy goals and targets into the government’s national planning processes, such as the National Green Economy Programme 2024-2028 PAGE has also facilitated evidence-based sectoral reforms in green industry, sustainable agriculture and jobs and strengthening institutional capacities around inclusive green economy diagnostics, coordination, finance and public procurement. In 2023, after a successful seven years, the Kyrgyz Republic graduated from the PAGE initiative and is now completing green recovery work.

PAGE work in the Kyrgyz Republic supports progress towards achieving SDGs 2 (Sustainable Agriculture) 4 (Quality Education), 7 (Affordable and Clean Energy), 8 (Decent Work and Economic Growth), 9 (Industry, Innovation and Infrastructure), 11 (Sustainable Cities and Commodities), 12 (Responsible Consumption and Production), 13 (Climate Action) and 17 (Partnerships for the Goals), as well as implementation of the Paris Agreement, which the country ratified in November 2019.
