On 12 March, 2026, PAGE supported a training session on inclusive green economy and climate resilience at the apex training institution for Indian Administrative Service officers in India, Lal Bahadur Shastri National Academy of Administration (LBSNAA). This signals growing interest in embedding green economy principles within India’s civil service training ecosystem.  

The training titled “Inclusive Green Economy: Case Studies for Climate Resilience,” delivered under UNEP’s lead, was part of a five-day programme, framed as “Building Local Resilience in a Changing Climate”. Organized by LBSNAA’s Centre for Disaster Management in collaboration with the Department of Science and Technology, the programme brought together women scientists and practitioners, highlighting the importance of linking scientific expertise with policy implementation. 

Through interactive case studies on community water governance, renewable energy, sustainable materials, biogas, and ecosystem-based disaster risk reduction, participants engaged in policy simulations, analyzing how programmes can be designed, financed, and scaled to deliver inclusive green outcomes.

This builds on PAGE’s broader, system-wide capacity-building approach in India, spanning digital platforms, institutional partnerships, and thematic programming. Across key public institutions such as LBSNAA and the National Academy of Indian Railways (NAIR)—critical entry points for reaching public officials at scale—PAGE has worked to embed green economy principles across sectors and levels of governance. Notable examples include the creation of a customized environmental sustainability training programme embedded at NAIR in 2020, as well as a training on Sustainable Public Procurement currently under development for Indian Railways officials. 

Through a combination of institutional partnerships and digital platforms—including online training modules hosted on the National Urban Learning Platform (NULP) that have reached over 160 urban policymakers—PAGE has supported both in-person and online learning aimed at shifting mindsets on circular economy, sustainable urban development, and green growth. These efforts align with ongoing work to integrate Inclusive Green Economy approaches into civil service training curricula and sectoral programmes, including foundational and mid-career training at LBSNAA. This work shapes how future administrators approach development planning, public spending, and climate resilience.
