On September 1, 2025, the Cabinet of Ministers of the Kyrgyz Republic officially adopted the Green Economy Development Programme from 2025 to 2029 (GEDP), marking a significant milestone for the country’s sustainable development journey. The GEDP aims to stimulate sustainable economic growth, introduce innovative solutions, and raise environmental standards. It’s the culmination of dedicated efforts by various national and international partners.

Green Leap Forward: Kyrgyz Republic Adopts New Green Economy Programme (2025–2029)

Building directly upon the gains of the previous Programme (2019–2023), the new GEDP strengthens the focus on green investments, energy efficiency, and modernizing the agricultural sector. The second GEDP outlines several ambitious targets for the country to achieve by 2029:
· Reduce GDP energy intensity by 20% compared to the 2022 level.
· Increase agricultural productivity by 25% compared to the 2022 baseline.
· Restore 30% of degraded land and territories.
· Achieve a 30% share of “green” public procurement, in line with the approved indicator matrix.
· Ensure widespread introduction of renewable energy sources and energy-efficient technologies in both production and social sectors.

To ensure the development of such an ambitious plan, the Partnership for Action on Green Economy (PAGE), through its implementing agency, UNDP, supported the Ministry of Economy and Commerce in developing key sections of the new GEDP. This involved reviewing relevant sections of the previous programme, analyzing the current situation, and defining tasks, activities, and expected results to align with the country’s sustainable development priorities. PAGE’s support focused on sustainable finance, waste management, public procurement, energy efficiency, and green energy.
As part of that effort, PAGE conducted a gender analysis of the 2019–2023 programme to identify gaps and opportunities for mainstreaming gender considerations. The findings informed concrete recommendations for the new GEDP, with gender-specific actions integrated throughout sector plans to ensure equitable outcomes and stronger participation of women. The result is a programme that is both aligned with national priorities and designed for effective, inclusive implementation.

A Legacy of Support
This contribution by PAGE is part of a legacy of support dating back to 2016. From 2016 to 2023, PAGE in collaboration with other partners, including the German Corporation for
International Cooperation, the European Union, the Biodiversity Finance Initiative and the Organization for Economic Co-operation and Development provided policy support to the government, thereby helping the country integrate inclusive green economy goals into national planning processes.
PAGE facilitated evidence-based sectoral reforms related to green industry and green jobs, sustainable agriculture, sustainable finance and public procurement as well as strengthened institutional capacities for inclusive green economy diagnostics and coordination. This support was crucial in the development of the first Programme (2019-2023), which has now paved way for second GEDP (2025-2029)
