PAGE, in partnership with the Cambodian Ministry of Economy and Finance, the Economics and Finance Institute (EFI), and the Cambodian Ministry of Environment, has launched a comprehensive training series designed to mainstream sustainability and social inclusion into Cambodia’s public financial management system.  

The training series represents more than a capacity-building exercise—it marks a strategic step toward institutionalizing green and inclusive public financial management (PFM) practices across Cambodia’s government system. By incorporating this training into EFI’s core curriculum, the initiative ensures systematic and sustained capacity development for current and future PFM practitioners. 

The training aligns with Cambodia’s Public Financial Management Reform Program Phase IV (2023-2027), which focuses on achieving performance accountability, and contributes to implementing the Cambodia Climate Change Response Strategic Plan 2024-2033, the Circular Strategy for Environment, and Nationally Determined Contributions (NDCs 3.0). 

The three-day inaugural training course (October 6-8) equipped 59 public financial management specialists from 25 ministries and provincial administrations officials with actionable skills to embed green and inclusive principles into their institutional workflows. Participants learned about practical tools for integrating environmental stainability and social inclusion across critical stages of the public finance cycle. 

The training was run by 25 EFI trainers and government officials, which went through an in depth learning including pedagogical skills prior to the launch of the series, and will continue to offer training in November for an additional 70 officials from national and subnational levels. 

In the opening ceremony for the training series, H.E. Dr. Hean Sahib, Secretary of State and Chair of the Capacity Development Working Group at MEF, emphasized the government’s commitment under Prime Minister Hun Manet to prioritize human capital development as the cornerstone of Phase I of the Pentagonal Strategy, aligning with the vision of transforming Cambodia into a high-income country by 2050. He noted that “green and inclusive PFM enables Cambodia to align public resources with national priorities for sustainable and socially inclusive growth,” highlighting how the training directly responds to ministries’ practical needs as greater authority and accountability are progressively delegated to subnational administrations.
