As global markets increasingly demand traceability of emissions, resource efficiency, and low-carbon production, small and medium-sized enterprises (SMEs) are under growing pressure to adapt. For many SMEs, the ability to monitor and report emissions is becoming increasingly important for maintaining access to international value chains and emerging low-carbon markets.  

PAGE, through UNIDO, partnered with Industrial Union of Argentina (UIA)’s Ruta X programme to combine technical guidance, digital tools, and peer learning, to help SMEs turn emissions measurement from a reporting exercise into a business management tool. By reframing sustainability beyond compliance, participating companies can use carbon measurement to improve efficiency, strengthen competitiveness, and prepare for evolving low-carbon market requirements.

Participating companies gained improved data organization, greater visibility over resource use, and stronger capacity to identify operational inefficiencies. The initiative also demonstrated how sustainability and digitalization are becoming increasingly interconnected in industrial transformation.

PAGE supported UIA and Ruta X Verde in the development of a practical guide that makes carbon emissions measurement more accessible and actionable for SMEs across sectors. It provides astep-by-step approach to measure carbon footprints in daily operations, by quantifying greenhouse gas emissions along internationally recognized standards aligned with ISO 14064-1 and the GHG Protocol. 

Detailed case studies feature baseline assessments, emissions measurement results, five-year reduction projections, proposed mitigation measures, and monitoring indicators. The document also offers recommendations for scaling and replicating the methodology in different types of SMEs.

As an important milestone, the 3rd Smart and Sustainable Industry Summit, co-organized by PAGE, UIA, and Ruta X Verde on 14 April 2026 brought together more than 280 participants online and in person to exchange on the links between industrial competitiveness, sustainability, and Industry 4.0 technologies. The Summit also served as a platform to present and explain the newly developed SME Carbon Footprint Guide and demonstrate how companies could apply its step-by-step methodology in practice.

Participating SMEs had the opportunity to share how emissions management was improving decision-making within their businesses. Three SMEs that applied footprint measurement methodologies, Don Yeyo (food industry), Jomsalva (manufacturing), and EMU (metallurgical industry) presented their experiences, highlighting how emissions measurement can support cost reduction, resource optimization, and preparedness for emerging sustainability requirements in international markets. 

The initiative also highlighted the role of digital infrastructure in accelerating industrial sustainability transitions. Through a strategic partnership between UIA and Siemens Argentina, participating companies received free two-year access to the SiGREEN platform, enabling SMEs to collect, organize, and monitor emissions-related data more effectively. 

Competitiveness will increasingly be defined by the traceability of production processes. Measuring the carbon footprint is becoming a necessity to access markets that already require evidence of environmental performance.
