Social Dialogue and Multistakeholder Policy Discussion in Rwanda

PAGE (ILO) is holding on 22 and 23 May 2025, in collaboration with the Ministry of Public Service and Labour, the Ministry of Environment, and Rwanda Environment Management Authority, a social dialogue and multistakeholder policy discussion to inform the revision of the NDC 3.0 towards integration of inclusive just transition in Rwanda. The workshop will bring different stakeholders from government, non-governmental organizations and the private sector.
The workshop will cover the following key topics:
- Rwanda’s partnership with PAGE
- Just transition pathways toward environmentally sustainable economies and societies for all
- Effective integration of just transition principles in NDC 3.0 to create people-centered climate action
Expected outputs:
- Establishment of a green jobs assessment model for Rwanda
- Application of the Adapt-Mitigate-Thrive diagnostic to promote just transition and green growth for SMEs
- Greening SMEs and jobs through just transition to a circular economy, supporting Rwanda’s national circular economy action plan and roadmap
- Improved coherence in support and action just transitions towards environmentally to sustainable economies and societies
- Established networks and partnerships among stakeholders committed to advancing green growth and climate resilience
Context
Rwanda’s National Circular Economy Roadmap and Action Plan, developed by the government and launched during the World Circular Economy Forum in Kigali (December 2022), will contribute significantly to the country’s vision of becoming carbon-neutral and climate resilient by 2050. The Roadmap establishes strategies for value retention, waste reduction, and the creation of new economic opportunities, positioning Rwanda as a leader in sustainable development across Africa.
Against this background, PAGE is committed to supporting the Government of Rwanda in its efforts towards an inclusive green economy and a just transition for all. As an entry point, PAGE (ILO) will launch its interventions in Rwanda on 22 May, 2025.
Rwanda joined PAGE in 2022. Based on the results of the stocking study conducted in 2023 and in line with new policy developments, PAGE has defined its priorities in support of key overarching national policies and for the provision of additional thematic support for Rwanda’s green economic transition. The national policies to be supported are the implementation of the National Strategy for Transformation for 2024-2029 (NST-2), and the implementation and revision of Rwanda’s NDCs. Thematic support will be provided in the areas of climate finance and investments in nature-based solutions, circular economy and resource efficiency, and green jobs and just transition.
