The 2025 World Circular Economy Forum, the leading annual event on advancing circular economies, will be held for the first time  in South America in May, bringing to Brazil leading experts to explore solutions for sustainable growth, the power of regenerative economy, and the indispensable role of the production sector.

Practitioners, policy makers, civil society advocates, Indigenous Peoples, and business leaders will gather from around the globe between 13 and 16 May in Sao Paolo for the Main Forum and Accelerator Sessions.

PAGE agencies and partner countries will leverage their collective knowledge, networks, and experience to engage fully in the Forum and its outcomes. Through a series of high-level plenary platforms, side events, and special workshops, PAGE will promote the catalytic potential of the economic drivers of circularity and opportunities to link integrated nature-climate action and circularity through National Determined Contributions, National Biodiversity Strategies and Action Plans, and other national and sector plans.

For PAGE, the Forum also represents an important milestone in delivering its updated Strategy with a focus on circularity, sustainable finance, and a just transition. PAGE will bring to Sao Paolo its thought leadership on economic policy reform and leverage PAGE country insights and best practices to inform thematic, global, and regional dialogues and to inspire South-South learning and action on the ground by policy makers, industry leaders, and investors.

UNIDO, UNDP, and UNEP will co-lead various Main Forum Sessions on 13 and 14 May that link circularity to a just energy transition, critical minerals, nature and climate targets, and symbiotic relationships in industry:

As part of the Forum’s Accelerator Sessions, PAGE will contribute to a joint Session with the Green Economy Coalition on 15 May focused on EU-funded Initiatives and Brazil under the banner, ‘Circularity beyond FOCUS12 – Scaling Pathways for Just Transition’. The session explores the transformative role of circular economy strategies in advancing a just transition. It will look at bio-based solutions and resource efficiency measures across energy, agri-food systems, and industry. (Register for on-site or online participation).

On 16 May PAGE puts forward a session on theEconomic drivers for circularity: Secondary materials and beyond’, drawing voices from policy makers, circular economy experts and industry into a conversation on how to build robust  secondary materials markets, advance the measurement of circular jobs, and adjust macroeconomic modelling to prioritize circular economies and investment options. UNDP, with the 10YFP and UNFCCC Secretariat, will also organize a 2-day South-South Exchange and Capacity Building Workshop for the Latin America and Caribbean Region. The workshop aims to bridge the dialogues of policy makers working on circularity and climate in an interactive exchange on ‘Building Circularity into National Determined Contributions’. Invitations are extended to delegates from PAGE countries including Argentina, Barbados, Brazil, Guatemala, Peru, and Uruguay in addition to non-PAGE countries.

PAGE Action Partners will also engage. The Green Growth Knowledge Partnership (GGKP) will highlight the importance of digital tools to accelerate circular action and the Global Alliance on Circular Economy and Resource Efficiency (GACERE) will lead dialogues with partners from different regional circular economy alliances and coalitions on circular economy roadmaps  and on integrating circularity into agri-food systems. WCEF2025

The Government of Brazil and its delegates will play a leading role throughout the WCEF 2025. Brazil is a partner country, where PAGE has been supporting the Ministry of Finance since 2024 with analysis of the environmental, economic, and social implications of its Ecological Transformation plan, which features circularity among its main pillars.

Next year, the world’s circular economy community will come to South Asia where India will host the 2026 World Circular Economy Forum. India is another country with a longstanding partnership with PAGE. Since 2018, PAGE has worked closely with different Ministries and partners on the establishment of a Center of Excellence on Circularity, and other policy reforms including for Sustainable Public Procurement and Ecolabelling.

The Partnership for Action on Green Economy (PAGE) is a collaborative initiative bringing together five United Nations agencies—UNEP, ILO, UNDP, UNIDO, and UNITAR—to support countries in transitioning to inclusive, green, and sustainable economies. Launched in 2013, PAGE works with governments and key stakeholders to foster policies and practices that promote sustainable finance, green jobs and just transition, and circularity. By providing technical assistance, capacity building, and knowledge sharing, PAGE helps nations achieve the Sustainable Development Goals and meet climate commitments while ensuring equitable growth.
