TASHKENT, Uzbekistan – November 20, 2025 — The Partnership for Action on Green Economy (PAGE) officially launched a collaboration with the Government of Uzbekistan to support Uzbekistan’s transition to a green economy through technical and policy support for the National Emission Trading System and Green Climate Finance Monitoring.

 

Uzbekistan has pledged to reduce greenhouse gas emissions by 35% from 2010 levels by 2030, reflecting its strong commitment to climate action and sustainable development. Through this partnership with PAGE, the country will strengthen the institutional and technical capacities needed to advance climate action and related finance for its green economy transition.

The central focus of this partnership is the establishment of a National Emission Trading System and the development of a comprehensive Monitoring and Evaluation framework for Green Climate Finance. This includes creating a centralized digital platform to track and manage climate finance flows, promoting greater transparency, coordination, and data-driven policymaking. PAGE will work with the Ministry of Economy and Finance and other partners to develop regulatory frameworks, enhance monitoring, reporting, and verification systems, and pilot the national ETS platform.

 

This initiative directly contributes to Uzbekistan’s Development Strategy 2030 and aligns with broader reforms to foster sustainable economic growth. It also complements the recent adoption of Law No. 1073, which provides a comprehensive legal foundation for regulating greenhouse gas emissions and advancing green growth.

At the launch, Deputy Minister of Economy and Finance, Mr. Umid Abidhadjaev emphasized that achieving Uzbekistan’s climate goals necessitates robust institutions, reliable data systems, contemporary regulations, and innovative financial solutions — areas in which PAGE’s support is indispensable.

As Uzbekistan progresses on this transformative path, PAGE —by drawing on the collective strengths of its five UN partner agencies UNEP, UNIDO, UNITAR, ILO, and UNDP— remains committed to helping translate Uzbekistan’s climate commitments into practical, measurable, and enduring results.
