From Knowledge to Action : Building Capacity for Just Transition Finance

A Global Collaboration for a Shared Challenge
Building on the success of the 1st edition of the training series – which was held earlier this year for countries from Eastern time zones – this 2nd edition of the in-depth training series (2nd September, 2025 to 16th October, 2025) will bring together approximately 80 mid- to senior-level representatives from seven countries across Africa, Europe and Latin America and the Caribbean : Bolivia, Colombia, Dominican Republic, Egypt, Mexico, Morocco, and Turkey. Participating countries were selected through an open application process, ensuring a diverse range of public and private sector professionals are attending the training.
Morocco is participating as a PAGE country in this training while PAGE countries like South Africa and Brazil, together with PAGE agencies, UNEP and ILO, will deliver presentations in selected modules, sharing practical tools, case studies, and budgeting and financing approaches. This initiative underscores PAGE’s global reach, affirming its role as a global authority in green economy transitions and a vital platform for fostering capacity development and South-South knowledge exchange.
The 2nd edition cohort brings together officials from across government, the private sector, civil society and the UN system. This includes key government ministries, including economy, finance, labour, industry, agriculture and environment, as well as representatives from central planning and budget offices, national development and commercial banks, business and employer federations and NGOs. This intentional mix of public and private sector stakeholders is crucial to help break down traditional institutional silos and foster a shared understanding of the financing challenges and opportunities ahead.

Empowering Action Through Practical Knowledge
The training series is designed to be highly interactive, moving beyond theoretical concepts to provide concrete, actionable strategies. Through keynote presentations, country-specific case studies, and facilitated working groups, participants are exploring a range of critical topics, including :
- Budgeting for a just transition
- Fiscal reforms and debt instruments
- Strategies for de-risking private investment
- The role of financial institutions in a green transition
A cornerstone of the series is the peer-to-peer learning environment. Each country is invited to present on a specific theme, sharing their progress and challenges. This exchange of real-world experiences provides valuable lessons that transcend geographic and contextual boundaries.

From Training to Tangible Impact
The series aims to enhance participants’ capacity to mobilize finance for a just transition. A unique element of this training is that it provides tailored one-on-one coaching, wherein participants receive personalized support to develop concrete, actionable projects that can be advanced in their respective countries. In the 1st edition of this training series, participants have worked on projects like:
- Developing a finance proposal for Papua New Guinea’s first large-scale offshore wind farm, presented at the UN SDG Investment Fair
- Integrating just transition principles into national climate plans (NDC 3.0) in Tunisia
- Outlining the modalities for a national Just Transition Fund in Serbia
- Developing a roadmap for issuing a just transition bond with commercial banks in Jordan
This blend of comprehensive training and individualized coaching helps translate high-level learning into practical, country-specific initiatives, laying the groundwork for meaningful change.

The Path Forward
Now, in its 2nd edition, the series “Financing Just Transitions” continues to demonstrate the power of cross-sectoral and cross-regional collaboration in real-time. The format, which effectively combines online training with focused coaching, continues to be highly effective. With both series having reached countries in Africa, Europe, Latin America and the Caribbean, and Asia-Pacific, it helps contribute to our mission to finance an equitable and sustainable future for all.
