Just transition and climate change issues high on the agenda

Under PAGE, ILO held a consultation workshop in Bishkek, on 5 September, to present the Green Jobs Assessment Model (GJAM) and discuss priority areas for policy, programme, and capacity building to promote Green Jobs and a Just Transition towards a greener economy in Kyrgyzstan.  The event brought together representatives of the government, of workers’ and employers’ organizations.

Kyrgyzstan has been implementing national development policies and strategies which stipulate the tasks for sustainable development, including the New Green Economy Strategy up to 2028 which is under development. Reliable high-quality statistical data are required for the implementation of all national strategies.

In her opening remarks, Ms Nazira Kerimalieva, First Deputy chair of the National Statistics Committee of the Kyrgyz Republic highlighted: “Kyrgyzstan has been implementing national development policies and strategies which stipulate the tasks for sustainable development, including the New Green Economy Strategy up to 2028 which is under development. Reliable high-quality statistical data are required for the implementation of all national strategies. The assessment commissioned to our committee covered 4216 entities with the aim to obtain detailed information on expenses and production of ecological goods and services for further measurement of their contribution to GDP. Collection and processing of “green” data and indicators have been a new task for us, but the model will enable us to better understand green economy policy tools.”

The workshop also discussed the sustainable development strategy with contribution from all PAGE partner agencies and explored synergy building with ILO’s new intervention on “Promoting just transitions for an environmentally sustainable economy in Kyrgyzstan” as well as partner agencies’ on-going work to enhance the sustainability of PAGE in Kyrgyzstan, which is graduating by end of this year.

Dr. Cristina Martinez, Senior Specialist, Lead Enterprise Development, and Green Jobs-Just Transition, ILO Regional Office for Europe and Central Asia pointed out: “Some 1.2 billion jobs depend on healthy ecosystems. Workers face increased injury, disease and death due to climate change events. Loss of the equivalent of 80 million jobs due to heat stress is expected by 2030. To address all these challenges, in June 2023 the ILC (International Labour Conference) adopted the Resolution on just transition that includes a strong role for the ILO to bring together the UN agencies and its tripartite constituents to advance on green economy and support Paris Agreement implementation. While the data collection and analysis inform policy making by taking into consideration socio-economic/ employment dimensions of government policies, the new ILO intervention on capacity building of Small and medium-sized enterprises (SMEs) showcases how to localize the Just Transition process through actions on the ground”.

The event aimed to present the status of the Green Jobs Assessment Model and production of environmental statistics currently being developed under PAGE Kyrgyzstan with the National Statistics Committee, as well as to collect feedback from constituents and other stakeholders regarding the assessment model and environmental statistics.

The participants discussed the GJAM model, its applications for informing national development policies, progress of the survey on green sectors and green jobs, the Social Accounting Matrix (SAM) with the example of 2019, the development of statistical data base with economic and environmental/ecological information enabling to measure the share of green sectors in the GDP, among others. The workshop exchanged information and insights among the participants and laid a solid foundation for continued collaboration of partners in promoting a just transition toward greener economy in Kyrgyzstan and beyond.

Kyrgyzstan joined PAGE in 2016 to support the transition of the country to a green economy, which leads to increased welfare and social justice, while significantly reducing environmental risks and imbalances. The partnership does this by providing technical and financial support for analyzing the possibility of a green economy, reforming policies in all sectors of the economy, and creating individual and institutional capacity for sustainability.

PAGE is a collaboration between five United Nations agencies. The partnership supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies.
