Industrial Waste Management in Mauritius

MAURITIUS - This report aims to enable an effective industrial solid waste management (SWM) and facilitate the development of a Circular Economy for the enhancement of enterprises' competitiveness in Mauritius. The following sectors were assessed: textile and wearing apparel, chemicals and chemical products, food products (poultry, sea food, beverages and bottling sub-sectors), printing and reproduction of recorded media and construction materials.

Objectives of the study

The activities of this Industrial Waste Management – Cost Structure Review (2021 IWM-CSR) respond to part of the recommendations of the ‘Industrial Waste Assessment in Mauritius’ that PAGE produced in 2017 (2017 IWA) with the collaboration of the Industry Division of the then Ministry of Industry, Commerce and Consumer Protection, UNIDO and Business Mauritius. To enable effective industrial solid waste management, facilitate the development of a circular economy and enhance the competitiveness of the enterprises, the 2017 IWA recommended to integrate the management of industrial waste (IW) and municipal waste with similar characteristics and to proceed towards the definition of the cost structure and policy gaps in industrial waste management (IWM). This study was thus undertaken, with the following objectives:

  1. Understand the structure of SWM costs undertaken by selected industrial sectors for Micro, Small and Medium-sized Enterprises (MSMEs), Mid-Market Enterprises (MMEs) and large companies.
  2. Assess the share of the SWM costs over the company’s turnover.
  3. Analyse the cost undertaken for SWM by the public sector.
  4. Provide a general overview advice on the introduction and implementation of EPR Schemes and examine the main constraints to their applications in Mauritius.

In this context, this study focuses on determining the structure of the costs for IWM within companies; and verifying if part of IWM costs constitute a hidden cost for the SWM carried out by the public sector.

PAGE Mauritius Green Recovery Programme held its 3rd National Steering Committee (NSC) Meeting
April 5, 2022

The meeting discussed the green recovery fund activities in Mauritius on finance for nature-based solutions and climate smart agriculture, sustainable urban food systems, incentives to boost the agro-processing industries, and the green jobs modeling for the agriculture sector. The National Steering Committee is chaired by the Ministry of Agro-Industry and Food Security, Government of Mauritius, and includes members from relevant ministries, national institutions, private sector, civil society, the UNRCO and PAGE UN agencies. The NSC was formed in August 2021.

PAGE Mauritius also took part and was featured in The National Policy Dialogue on Green Growth in Mauritius held on March 31 and April 1, which was organised in the context of the Switch Africa Green project. The dialogue provided a forum for major actors to analyse existing policies for the greening of the economy, identify gaps, and formulate appropriate policy actions that will support a circular economy and facilitate an ecological transition. In addition, this dialogue was to raise awareness and bring synergies of complementary activities in the country and provide opportunities to establish linkages. PAGE Mauritius presented a comprehensive overview of all its inclusive green economy activities in Mauritius since 2014.

New Report on Access to Green Finance to SMEs in Mauritius

This report offers a timely assessment of the access to, and the use of, green finance by SMEs in Mauritius. The study by extension evaluates the integration of sustainability in the business operations of SMEs in Mauritius, and explores applicable good practices and lessons from other countries and regions. The study also identifies key barriers to green financing, and proposes recommendations and potential solutions to scale up green finance opportunities for SMEs in Mauritius.

Green Recovery Activities Underway in Mauritius Through 'Operation COSHARE'

PAGE Green Recovery activities are officially in progress in Mauritius with Operation COSHARE (COVID-19 Occupational Health and Safety and Resource Efficiency). With PAGE, Operation COSHARE is jointly organized by the Ministry of Tourism, the National Productivity and Competitiveness Council (NPCC) and the Tourism Authority (TA).  

In efforts to address challenges brought on by the pandemic within the local tourism industry, Operation COSHARE is designed to enhance the capacity of employees in the sector through the promotion of health standards, protocols and aligning Mauritius as a safe destination for travelers. Targeting those working in accommodations, restaurants, the boating industry, taxis, and Destination Management Companies, the overall objective is to position Mauritius as a safe and environmentally sustainable tourist destination, attracting foreign visitors to make Mauritius their destination of choice — overall helping the industry recover from the economic impacts of the pandemic. 

Operation COSHARE will accompany each participating organization in the tourism and hospitality sector to aid them in adhering to the highest benchmarks related to sanitary measures. 

The programme officially launched on 2 September 2021 with the Implementation Agreement signed by the NPCC and the Tourism Authority. The event was also covered by national and local media through coverage in newspapers and on national television.

Mauritius Officially Launches Green Recovery Activities Targeting the Agro-Food Sector
June 29, 2021

Green Recovery activities have officially begun in Mauritius, with a launch ceremony held on 17 June. With PAGE technical support and funding via the German government, the programme has been designed to support national economic recovery efforts from COVID-19 impacts, building on the results of PAGE's four-year presence in Mauritius, informing policy development, fostering national ownership and strengthening national capacities in sustainable agriculture and food systems. Key objectives include improving the business environment and developing incentives to promote a sustainable agro-food industry and the expansion of small and medium-sized enterprises in that sector. 

The project will support macroeconomic modeling to help predict the creation of green jobs in the agro-food sectors and assess the impacts of economic recovery on the sectors. It will also create a diagnostic and rapid assessment toolkit to increase public and private funding for nature-based solutions and smart agriculture that will support sustainable food systems. The project will then help develop short production circuits, in part by informing the Government’s farm-to-fork strategy, and will build the capacity of private firms in the hospitality and food sectors on new food safety management protocols. 

The launch gathered over 130 online and in-person participants and a following meeting took place between relevant stakeholders to plan the next steps of the PAGE project, to prepare for the subsequent sessions of the dialogue on food systems, and to plan for a series of knowledge exchanges on the Green Recovery. A first consultation session on food waste was also conducted. 

"We need cross-sector efforts both to recover from the pandemic—which has affected people, economies and the environment—and to address the impact of climate change and pollution. To achieve this, we need to collaborate among international development partners, the private sector, academia, civil society, and communities. The pandemic has also highlighted vulnerabilities around food security and in response, the UN is running a global dialogue on how to improve food systems. The results of national food systems dialogue will hence inform a global Food Systems Summit held in September to agree on solutions that takes all voices into account.  The Green Recovery Fund project and the national dialogue on food systems that are being launched today aim to provide appropriate responses to some of these issues.”, said Her Excellency Ms. Christine N Umutoni, United Nations Resident Coordinator for Mauritius and the Seychelles, during the launching ceremony.  

“The online discussions, she added, aim to bring in partners from the western Indian Ocean Islands of Mauritius, Seychelles, Madagascar and Comoros, because no nation can recover alone. We must have a community-of-nations-approach to achieve sustainable development.”  

The Ministery for Agro-industry and Food Security will implement activities through the Food and Agriculture Research and Extension Institute (FAREI). The Ministry, FAREI, the PAGE team and the United Nations system will also collaborate with other ministries, international development partners, civil society and the private sector to promote national and regional knowledge sharing and to develop joint initiatives on multisectoral recovery that promote resilience, social inclusion and sustainability. These activities will include regional collaboration between Mauritius, Seychelles, Madagascar, Comoros and of the Reunion Island. 

Under the leadership of the Ministry of Agro-Industry and Food Security, the team will organize regular events, starting with a first exchange on the elements of a Green Recovery supported under the PAGE project in Mauritius (on June 18), followed by a series of regular meetings on specific themes related to a green recovery (e.g., how to finance recovery and climate change adaptation, how to promote multi-stakeholder participation, or how to link a green recovery with long-term climate action). In tandem, development partners will coordinate the policy and programmatic support to the Government. 

"Our investment is as much institutional as it is personal," said the Minister of Agro Industry and Food Security, the Honorable Maneesh Gobin. “I am very pleased with the support provided by the United Nations, in response to the vision I set out a little over a year ago, in the midst of the global COVID-19 crisis, which was that we needed to get organized to produce more of what we consume and to consume what we produce."

PAGE Receives 9 Additional Country Proposals for Green Recovery Support
November 24, 2020

Following the successful  selection of five countries  to receive targeted green recovery funds in November, PAGE has received additional applications from 9 partner countries. These additional program proposals have been submitted from Mongolia, Kazakhstan, Burkina Faso, Mauritius, Indonesia, Ghana, Barbados, the Kyrgyz Republic and Uruguay.

Themes within these proposals include policy assessments for fiscal support to green businesses; assessing and developing policy strategies to support sustainable consumption and production practices; green economy educational development and awareness-raising among youth; and technical support to create enabling environments for high potential SMEs in the sustainable agro-processing industry. 

Funding support for green recovery through PAGE was first announced in June at the High Level Political Forum, as a further contribution from long-time PAGE partner, Germany, through the  Federal Ministry of the Environment, Nature Conservation and Nuclear Safety.  

The process for developing these proposals has engaged across five UN agencies along with UN Resident Coordinators and government ministries. All proposals have been developed with country-specific needs at the forefront, targeting actions that will fuel green and inclusive recoveries from the impacts of COVID-19.

New Global Green Recovery Exchange: Platform for Redesign 2020
October 5, 2020

Nine PAGE countries are participating in a new centralized hub for information on planned climate and environmental policies and actions in the context of COVID-19 recovery. Launched in September, the Online Platform for Sustainable and Resilient Recovery from COVID-19 (“ Platform for Redesign 2020 ”) is under the leadership of the Ministry of the Environment Japan with support from the UNFCCC, and the Institute for Global Environmental Strategies (IGES ). The countries participating from PAGE include Brazil,  Burkina Faso,  China,  Indonesia,  Mauritius,  Mongolia,  Morocco,  Thailand and  Peru. Country pages include response, recovery, and redesign measures across sectors while a September 3rd  Ministerial Meeting offered a platform for live exchange.

Mauritius is on pace to improve its management of industrial waste while promoting circular economy
February 18, 2020

PAGE, in partnership with the Ministry of Industrial Development, SMEs and Cooperatives, continues its collaboration with Mauritius to find appropriate solutions to improve the management of industrial waste and promote circular economy and industrial symbiosis practices on the island.

On February 4, 2020, the kick-off meeting of a new project on industrial waste management was held at the National Co-operative College in Terre Rouge. This initiative, jointly developed by PAGE and the Ministry of Industrial Development, SMEs and Cooperatives, in collaboration with Business Mauritius, aims to understand better the cost of the management of industrial waste. This activity will be done by assessing, over the first half of 2020, the cost of the management of industrial waste of all the actors involved in the value chain, from companies to local authorities and recyclers. The overall goal is to give the Government of Mauritius a precise picture of the cost of managing industrial waste in order to define and develop tools for Reduction, Reuse and Recycling, which will help reduce the amount of waste going to landfills.

Some 70 participants, representing local and national authorities, and industrial companies of all sizes, attended the workshop. The Minister of Industrial Development, SMEs and Cooperatives, Mr. Soomilduth Bholah, the UN Resident Coordinator, Ms. Christine Umutoni, and the Business Mauritius CEO, Mr. Kevin Ramkaloan were also present. Participants discussed existing international best practices for industrial waste management, as well as the scope, methodology and goals of the project. The meeting included a capacity building exercise on the Extended Producer Responsibility (EPR) concept too, a model that the government of Mauritius is closely considering.

The relevance of the costs definition for both the private and public sectors has been in particular debated with all the waste management actors, as has been the need to strengthen the legislative and institutional frameworks. Discussions during the meeting revealed that the industrial sector in Mauritius is well aware of the environmental challenges represented by industrial waste management, and of the need to build more sustainable production processes. All participants, and in particular those representing the companies, expressed their readiness to undertake innovative steps to increase the recovery of materials and of energy from industrial waste. The insular condition of Mauritius and of its economy was also examined, underlining the need to develop tailored technical and organizational schemes.

In 2016 and 2017, PAGE already assisted Mauritius in carrying out a first assessment of the management of industrial waste in the country. This assessment resulted in the identification of new opportunities for the reduction, reuse and recycling of industrial waste. At the same time, it also addressed the effectiveness of Mauritius’ legislative and institutional frameworks for waste management and environment protection. This current activity on the cost assessment of industrial waste, evolved as a follow up to the previous assessment.

Mauritius Invests in Training for Civil Servants to Ensure a Sustainable Future

As an island nation, Mauritius has a higher vulnerability to climate change and its effects ­­-- which is why the country has been working closely with the Partnership for Action on Green Economy (PAGE) to put sustainable development at the heart of economic policies.

The latest initiative developed by the Government of Mauritius and PAGE, with support from the United Nations Training Institute (UNITAR) and Civil Service College Mauritius (CSCM), aims to educate civil servants in two key areas: strategic planning and project management, through workshops held 19th and 20th of February.

The first, entitled "Strategic Planning: Achieving Sustainable Development in Mauritius", outlines why the important role strategic planning can have in generating business opportunities, safeguarding livelihoods, and preserving the environment. And the second workshop, "Project Management: Keeping Mauritius on a Sustainable Development Track", lays out a toolkit supporting the country's civil servants to better manage, assess, and implement projects in relationship to their social and environmental implications.

Each of these training days includes a practical component, enabling the participants to put into practice what they've learned right away. The last session of each workshop, called "Do It Yourself", devotes time for attendees to evaluate past projects they have managed and rework on them through a sustainability lens.

The two-day programme is under the regular training offer for civil servants in Mauritius, which intends to enhance the skillset of public officials in the areas of sustainability and leadership. The training is part of the 5-days course “Performance and Public Service Excellence for Middle Management”.

Mauritius Puts Sustainable Development at the Forefront for 2020-2024
February 18, 2020

The government of Mauritius recently launched its new national programme for 2020-2024: "Toward an Inclusive, High Income and Green Mauritius, Forging Ahead Together". The programme lays out the government's vision for the next four years and will be used as a source of inspiration and guidance for future policymaking.

PAGE has supported several commitments of the new government's plan. For instance, it actively contributed to the Marshall Plan on poverty, job skills, industrial waste, competitiveness, clean production, and investments. In addition to that, the four main pillars that laid the groundwork for the new programme were conceived with support from PAGE. They are:

  1. Investing in clean energy;
  2. Shifting to a cleaner and greener Mauritius;
  3. Mitigating risks from climate change;
  4. Protection of marine resources.

Noteworthy as well, the programme lays out the following commitment: “To this end, an Economic Research and Planning Bureau will be set up at the Ministry of Finance, Economic Planning and Development. The Bureau will help to translate the Government Programme into an overarching and coherent action plan, within which private and public sector operators and institutions will operate.”

By bringing different stakeholders together in this, and aiming to create long-lasting results, the government has shown its willingness to put sustainable development at the forefront of the strategy. It reflects the fruitful partnership between PAGE and Mauritius, which has started in 2016 and has been contributing to the following SDGs: SDG 4 (Quality Education); SDG 9 (Industry, Innovation and Infrastructure); SDG 12 (Responsible Consumption and Production); SDG 13 (Climate Action) and SDG 17 (Partnerships for the Goals).
