Achieving outcome 1

To achieve the targets under outcome 1, PAGE has been supporting countries with IGE diagnostics, assessments, and policy analysis, prioritization of IGE sectors, as well as mobilization and engagement of public, private and civil society stakeholders. With the joining of Uruguay and Guyana in 2017, PAGE is now supporting 13 countries and provinces/states.

To summarize the progress of the achievements of outcome 1 so far by end of 2017:

  • 8 countries and provinces have adopted (out of which 3 started implementing) national development plans or cross-sectoral strategies integrating IGE priorities. In 2017, 1 additional country adopted a plan and 2 additional countries were in the adoption process.
  • 19 reports were completed (7 additional reports in 4 countries in 2017) providing national IGE diagnostics, assessments and policy analysis and feeding in to national planning processes.
  • 50 cross-sectoral consultations (15 additional consultations in 7 countries in 2017) were organized to mobilize stakeholders, share results of policy analysis and consult priorities.
  • 6 countries (1 additional country in 2017) with National Steering Committees overseeing IGE work meeting regularly.

Outcome 1: National policymaking

PAGE has supported the development and implementation of cross-sectoral national plans and strategies that integrate IGE goals and targets. PAGE support was centred around stakeholder engagement for sustainability of these efforts and building partnerships for effective implementation of these plans and strategies.

With PAGE support, the government of Mongolia has adopted an Action Plan for implementation of its National Green Development Policy together with a measurement framework to monitor its progress against relevant targets. This Action Plan also includes a series of actions on green development indicators, green jobs, green economy learning, sustainable public procurement, green building, sustainable financing as well as waste management. 

In other areas, PAGE has been providing capacity and training support for the advancement of green economy modelling and policy assessment. Findings from the modelling assessment are now available in English and Mongolian in a Policy Brief. Also in 2017, PAGE has:

  • provided support towards the finalisation of a Green jobs report in English and Mongolian;
  • helped to define indicators for measuring progress towards the National Green Development Policy in collaboration with the National Statistical Office;
  • promoted its work on gender mainstreaming having presented the report “Gender Mainstreaming in Green Development Policy of Mongolia" at a meeting in June;
  • supported the elaboration of green development programmes at the sub-national level and the implementation of local green initiatives;
  • participated in Mongolia's sustainability week and held the Global PAGE Steering Committee Meeting.

In Peru, PAGE support for outcome 1 has been centred around stakeholder engagement for sustainability of these efforts and building partnerships for effective implementation of these plans and strategies.

The T21 model developed by PAGE starting in 2015 and published in its final version in 2017, provided strong evidence and policy appraisal to inform IGE plans and strategies, such as the Guidelines for GG and the execution of a National Green Growth Strategy.

Also in 2017, PAGE has:

  • begun the process of mapping how the Sustainable Development Goals (SDGs) are being implemented at a national level, and identified the stakeholders involved;
  • continued its work around the promotion and implementation of its 2015 T21 modelling study;
  • furthered its commitment towards bolstering and consolidating national coordination amongst relevant counterparts around green growth related activities in Peru.


Outcome 1: National policymaking

Support for the implementation of a five year priority action plan (2014-2018) of the Plan Senegal Emergent (PSE) continued in 2017. PAGE is specifically supporting the action plan for pillar 1 on Structural Transformation of the Economy and Growth and pillar 2 around Human Capital, Social Protection and Sustainable Development. In this direction, PAGE supported the government in the upgrade of an action plan for the Strategic Guidance Document on Green Economy for Senegal.

Also in 2017, PAGE has advanced efforts to establish a National Platform on green economy to institutionalize the outcomes of the Green Economy week held on 3-5 May 2016. The week provided a national forum involving more than 70 representatives from government, members of parliament, the economic, social and environmental council as well as civil society and academic institutions.

In 2017, PAGE developed a manual for mainstreaming green economy and aligning SDGs into the country's Metropolitan, Municipal and District Assemblies development plans. Training has also been given to relevant stakeholders on manual application.

Also in 2017, a Green Economy Action Plan which was initiated in 2015, has been revisited with the aim of finalization for adoption by the government. Furthermore, the National Steering Committee was reconvened in August and endorsed the PAGE workplan.


Outcome 1: National policymaking

In Mauritius,  the government has been preparing a the Vision 2030 a comprehensive and coordinated National Economic Development Strategy to achieve a high-income, sustainable and inclusive economy by 2030.

In 2017, the government launched the Three Year Strategic Plan 2017/2018-2019/2020, “Rising to the Challenge of our Ambitions”, as one component of the Vision 2030 document. The plan provides an integrated, holistic and coordinated direction towards realizing the national development goals, which will be supported through sectoral and thematic directions and targets. In the Three Year Strategic Plan, green economy is mentioned as an approach for implementing low-carbon growth and renewable energy strategies in key sectors such as agriculture, manufacturing waste management and tourism.

PAGE is supporting the implementation of the Three Year Strategic Plan and the long-term goals towards Vision 2030 by building capacity for the issuance of green bonds, reviewing and tracking public environment and expenditures, assessing industrial waste and related industrial strategies and advancing green economy learning.

Burkina Faso

Outcome 1: National policymaking

PAGE has supported the development and implementation of cross-sectoral national plans and strategies that integrate IGE goals and targets. PAGE support was centered around stakeholder engagement to sustain these efforts as well as partnership building for effective implementation of these plans snd strategies.

Specifically in Burkina Faso, PAGE, along with Ministry of Environment, Green Economy and Climate Change, has been supporting the process of elaborating a second draft of a National Green Economy Strategy through technical advisory feedback. The aim of the strategy is to strengthen the integration of green economy in all sectors of development, which are key components of Burkina Faso's National Policy on Sustainable Development (PNDES 2016-2020).

Also in 2017, the formation of a National Steering Committee continues to progress with a coordination meeting held in Geneva to assess the country’s progress on inclusive green economy and formulate a plan of action for 2017 to 2018.

Furthermore, PAGE continues to collaborate closely with the Poverty-Environment Initiative (PEI) and SWITCH-Africa Green initiative in Burkina Faso to provide coordinated support to the government for capacity building and institutional strengthening.  PAGE, PEI and SWITCH-Africa Green held a joint planning workshop in December 2017, jointly with the Ministry of Environment, Green Economy and Climate Change.

China, Jiangsu Province

Outcome 1: National policymaking

In 2017, PAGE and PRCEE (Policy Research Centre for Environment and Economy) jointly launched the PAGE China II activities in Nanjing, bringing together a broad mix of key actors. 

As part of this phase II, several PAGE activities have already been initiated such as the facilitation of an inter-departmental dialogue session on green economy indicators among ministries and provincial policymakers. PAGE support, both technical and financial, also continues towards the development of Green Economy Progress Indicators at the provincial level in Jiangsu.

Specifically, in August and September 2017, two rounds of external consultation meetings were held to discuss the initial results of Jiangsu Green Economy Progress (GEP) study. The research team of Nanjing University is in the process of incorporating technical inputs into the revision of Jiangsu GEP Measurement Framework, expected to be finalized by end of 2017.

South Africa

Outcome 1: National policy making

In South Africa, PAGE country outcome 1 has been structured around supporting improved collaboration, co-ordination and implementation of existing green economy policy frameworks, rather than the formulation of new policies. Moreover, PAGE aims to support the integration of SDG targets in national development planning and policy processes, including through its support for sectoral reform.

In terms of PAGE's technical support to South Africa, a Green Economy Inventory was completed in 2016 and published online in 2017. This inventory takes stock of some of the key initiatives that are being implemented by a wide range of partners in both the public and private sector. Also in 2017, South Africa initiated the development of a National Framework for Green Economy Indicators, based on PAGE’s Green Economy Measurement Framework. PAGE also provided complementary support on green economy modelling

In terms of support to specific sectors, PAGE has been supporting South Africa in discussions around the mainstreaming of green jobs into South Africa’s Quarterly Labour Force Survey and contributing to knowledge sharing at the first Africa Forum on Private Sector Inclusive Green Growth and Decent Green Job Creation.

In terms of capacity, Sustainability Week was held in South Africa in June 2017 as one of South Africa’s key sustainability platforms devised as a multi-sectoral and cross-cutting forum for knowledge exchange, where PAGE was featured as one of 40 exhibitors. PAGE has also participated in several other workshops and events across the country in 2017 promoting green economy topics.

Brazil, Mato Grosso State

Outcome 1: National policymaking

PAGE is supporting the implementation of the Produce, Conserve, and Include Strategy of the State of Mato Grosso, in line with the national level sustainable development planning and the Sustainable Development Goals.

In 2017, PAGE advanced its inception phase, following a launch event for Mato Grosso state in November 2016, and the subsequent development of a Stocktaking Report. The report provides an overview of the environmental, ecological and socioeconomic policies implemented at both national and state levels, as well as opportunities for policy reform towards a green and inclusive economy. The stocktaking report looks at the extensive role of agriculture, cattle ranching, forestry and biodiversity in the economic growth of Mato Grosso.

On August 30th-31st, the State Steering Committee met to endorse the Workplan for mid-2017 – mid-2018.

Kyrgyz Republic

Outcome 1: National policymaking

The Kyrgyz Republic has been engaged with the UNDP-UNEP Poverty-Environment Initiative (PEI) since 2011, which has set the stage for further IGE action through PAGE support.

In 2017, PAGE, in collaboration with PEI, held an inception mission where a special emphasis was put on developing a common understanding among various stakeholders on green economy concepts and tools. A 2016 initiated green economy stocktaking exercise was also finalized this year which outlines the country’s macro-economic performance, opportunities for sectoral reforms, innovation strategies, regulatory frameworks, existing green economy practices, and challenges for further green economy action.

As part of a South-South Cooperation project between the Kyrgyz Republic and Mongolia to strengthen mutual exchange on green economy policy development and practices, a study visit in Mongolia was held in 2017 for Kyrgyz counterparts. Following this, Mongolian experts participated in a Green Economy Forum in Bishkek. The winners of a green economy communications competition, held by PAGE and GIZ, were awarded at the Green Economy Forum.


Outcome 1: National policymaking

The Government of Barbados has committed high-level and cross-sectoral support to pursuing a green economy.

In 2017, PAGE organized an inception mission to meet with key counterparts in Barbados, with the aim of exploring the country’s priority areas for PAGE’s support during its transition toward a green economy. The inception mission has resulted in three main outcomes:

  • a definition of priority actions and critical path for first year activities under PAGE
  • a validation of the priority areas identified by the Government of Barbados, and
  • discussions around stakeholder engagement and communications strategy.

Under Outcome 1, the Government of Barbados prioritized the execution of a stocktaking study and an inventory of best practices on inclusive green economy in the country. The stocktaking study can serve as a launch pad for a study planned for 2018 on green economy metrics and measurement, in which green economy indicators will be detailed.
