"The environment is our life-blood; indeed the real surprise is not that ministries of finance are now talking to ministries of environment – but that it has actually taken this long. Even when we look beyond agriculture, tourism, mineral wealth and fisheries, our economies depend critically on good environmental stewardship..." - Rwandan President Paul Kagame

In October 2011, the Government of Rwanda released its Green Growth and Climate Resilience National Strategy for Climate Change and Low Carbon Development. The Strategy includes a vision for 2050, which envisages Rwanda as a developed, climate-resilient and low-carbon economy. The Green Growth and Climate Resilience Strategy can be seen as providing the first steps for Rwanda to frame the national development agenda in the context of green economy, and provide the opportunity for economic transformation.
